Why was I charged an "International Transaction Fee" on my debit or credit card ATM withdrawal or purchase?

Effective April 1, 2008, Visa U.S.A. charges up to a 1% international transaction fee on all card transactions processed by Visa. This includes ATM withdrawals as well as credit card and debit card purchases made outside the United States. This is a fee assessed by Visa, not by Alaska USA, and will appear as a separate charge on your statement.
